"Sen. Wayne Allard's proposed constitutional amendment banning same-sex marriage is expected to clear a procedural hurdle on Wednesday as it moves toward a fight in Congress next year.
Allard's Marriage Protection Amendment will be reviewed by a U.S. Senate Judiciary subcommittee Wednesday afternoon -- one of the necessary steps before the bill can be considered by the full Senate.
