Democrats succeed in tabling legislation that includes President Bush's healthy marriage initiative.
A welfare-reform bill containing more than $1 billion to encourage and strengthen marriage stalled in the Senate today -- the victim of a Democrat-orchestrated blockade.
It took the form of an amendment, introduced by Sen. Barbara Boxer, D-Calif., to raise the federal minimum wage to $7 from $5.15. Republican leaders, considering the rider non-germane to the welfare bill — Pennsylvania's Rick Santorum called it a "killer amendment" designed to delay action on the legislation — called a vote to end discussion of it. That vote failed, leaving the reauthorization of the Welfare Reform Act — which expires June 30 — in limbo.
